The Sugar Hill neighborhood was defined as the areas that surrounded the immediate environs of Texas Southern University. Many theories abound why the area was referred to as Sugar Hill, because unlike Timbercrest and Riverside Terrace and other neighborhoods where the names were incorporated into the subdivision plat, the name Sugar Hill was more of a moniker. Longtime community resident and late activist Ernie Atwell once stated that the name Sugar Hill was related to the vibrant nightlife and the various lounges that were prevalent in the 1950s. Many notable musicians frequented the area during that time.
